Mission Statement

The purpose of UniversalCitation.Org is to create and maintain a database of legal metadata to facilitate and encourage the use of media and vendor neutral citations for American legal material. With jurisdictions where universal citation has not yet been implemented, Universalcitation.org will itself implement such a system. For any jurisdiction which has implemented such a system, Universalcitation.org will record the resulting information in order to facilitate its wide use. In the future, as jurisdictions that do not currently use universal citations move to adopt such a system, or take responsibility for the universalcitation.org's implementation, the purpose of the organization will continue to be facilitation and promotion of that process. To that end it will endeavor to build and maintain a citation resolver or server.

It is the position of UniversalCitation.Org that to be truly universal, legal citations must meet the following criteria:

  1. They must be media neutral
  2. They must be vendor neutral
  3. They must be freely available for use by any and all who wish to use them
  4. They must be free of any license or copyright restrictions
  5. They must be authoritative, with a single definitive source of citation data for each jurisdiction
